Coast Guard Birthday and Achievements Recognized by Commissioners

The Coast Guard was recognized by the Clatsop County Board of Commissioners at its June 26 regular board meeting.

August 4 marks the 233rd birthday of the US Coast Guard which is one of the oldest federal government organizations and was established in 1790.

Clatsop County is part of the U.S. Coast Guard’s 13th District and Sector Columbia River, which conducts life-saving operations across the entire Pacific Northwest. Since 1915, Clatsop County has provided a home for the Coast Guard, and the City of Astoria holds the title of a designated Coast Guard City.

The Board of Commissioners proclamation states that Clatsop County is “stronger because of the dedication and support we receive from the United States Coast Guard and… the people of the Coast Guard contribute many intangible benefits to the local community in addition to the services they provide. They are our neighbors, our friends, as well as role models and mentors for our young people.”

Capt. Scott Jackson, the commanding officer of Air Station Astoria, attended the proclamation signing.

 "It is such a joy to serve in communities like this, that are so welcoming, loving, and treat us like family,” Jackson said. “Family is the key cornerstone - it’s the reason why we do what we do."

Clatsop County Fair Starts August 1. Plan Ahead to Beat Traffic

With the Clatsop County Fair right around the corner, Fair Manager Kyle Sharpsteen is encouraging people to plan ahead before heading out to the fairgrounds.

“Especially for our headline performers, Sawyer Brown and Britnee Kellogg, we urge people to arrive at least three hours before the performers are scheduled to go on. The last thing we want is to have people waiting in their car when the concert starts,” said Clatsop County Manager Kyle Sharpsteen.

“A people mover will be available to drop people off at the bridge from the parking lot and there will be lots of good food vendors and live music on the main stage before the concert while you wait for the big show,” he said.

The 2023 Clatsop County Fair runs Tuesday, Aug 1 through Sunday, Aug. 5 at the Clatsop County Fairgrounds & Expo. Although there will not be a carnival this year, musical performances, comedy acts, rock climbing wall, mechanical bull, petting zoos, the Oregon Museum of Science and Industry, classic car show and more are scheduled every day.

Daily admission prices range from $10 per day for individuals aged 7-54, $5 per day for people age 55 and older and free admission for children ages 6 and younger. “We have a $40 cap per family because we want to make sure this is an affordable event for families,” Sharpsteen said.

Tickets for the Sawyer Brown concert with Britnee Kellogg are not included with general admission and may be purchased online.

The Clatsop County Fair & Expo is located at 92937 Walluski Loop in Astoria.

New Travel Impact Calculator Tool for Visitors

The Oregon Coast Visitors Association (OCVA) has launched a new Travel Impact Calculator to help Oregon Coast visitors determine and mitigate the carbon impact of their travel through a donation to a coastal stewardship nonprofit. 

Carbon dioxide emissions are linked to changing climate, a key concern for Oregon Coast communities. OCVA’s calculator and voluntary donation system are part of its Mitigation, Adaptation and Resiliency Plan, adopted in 2022. 

OCVA’s travel impact calculator estimates carbon emissions resulting from visitor transportation, including air travel, vehicle travel, and public transit. Visitors who use the calculator input their travel distance and miles per gallon or vehicle type to calculate their approximate emissions.



The tool then offers visitors the opportunity to mitigate their calculated impact by making a donation to the Tillamook Estuaries Partnership (TEP), an environmental nonprofit doing work to capture carbon and care for the environment.

Let's Talk Trash

How Many Non-working Vehicles Can You Have on Your Property?

As part of Clatsop County Code Compliance’s Let’s Talk Trash Campaign, non-working vehicles on personal property are being highlighted.

If there are two or more non-working vehicles being stored on a property in Unincorporated Clatsop County, the property owner may be in violation of Clatsop County Land and Water Use Development Code (LAWDUC).  

That is because an auto wrecking yard is defined as any property where two or more motor vehicles are not in running condition, or the parts are stored in the open and the vehicles are not being restored to operation. It also applies to any land, building or structure used for the wrecking or storing of such motor vehicles or parts.

Veterans and Family Members: Deadline to File for PACT Act is Coming Soon

The PACT Act is a new law that expands VA health care and benefits for Veterans exposed to burn pits, Agent Orange, and other toxic substances.

The PACT Act adds to the list of health conditions that are presumed to be caused by exposure to these substances. This law helps provide generations of Veterans—and their survivors—with the care and benefits they’ve earned and deserve.

There is no deadline to apply for PACT Act benefits. If you file your PACT Act claim—or quickly submit your intent to file—by Sunday, August 9, 2023, you may receive benefits backdated to August 10, 2022.

Youngs River Road is now open to all traffic at the Klaskanine River Bridge (MP 10.55).

Beginning August 7, Hillcrest Loop will be closed to all through traffic between Old HWY 30 and Akerstedt Road for culvert replacement projects at MP 0.5 and MP 1.1. 

The closure at MP 1.1 will begin on the morning of August 7 and last approximately one week, directly followed by the closure at MP 0.5. The MP 0.5 replacement is anticipated to last approximately three weeks. Use Conroy Road and Old HWY 30 as a detour. Detour signage will be in place during the closure.

Crews will pave portions of Lewis & Clark Road, Youngs River Road and Logan Road through July 28. Expect up to 20 minute delays and partial closures. Please use an alternate route whenever possible.   

Crews will perform:

• Mowing countywide, weather permitting
• Preventative road maintenance in the Jewell area
• Chip sealing Aldrich Point Road, Knappa Dock Road, Maki Road, Maggie Johnson Road and Carl Johnson Road. Expect intermittent delays and watch for loose gravel
• Paving/overlay Monday, August 7 and Tuesday, August 8, on Young River Road between MP 8 and 9
